They're Creepy and They're Kooky, and Altogether Spooky

Exactly who are those mysterious creatures up in Albany that comprise the Board of Regents? What exactly do they do and what motivates them to do it? It would be hysterical (if it weren't so horrific) to know that 15 of the 18 members of the board were never educators and don't have backgrounds or degrees in education. Does that say something about how they make decisions on policy?
